Abstract (Spanish): La regulación contenida en el presente decreto parte de la normativa comunitaria sobre emisiones industriales (prevención y control integrados de la contaminación), a la que se suma la normativa sectorial en materia de atmósfera, aguas, residuos y ruido que establece un régimen de prevención basado en autorizaciones y comunicaciones, así como un régimen de control para la comprobación ex post de que las instalaciones industriales cumplen con lo dispuesto en los instrumentos de intervención previa.
