| Abstract (English): | Forest fires are one of the main environmental and security challenges of the 21st century, exacerbated by climate change, rural depopulation, and the growing vulnerability of Mediterranean ecosystems. Public authorities play a key role through their powers of planning, prevention, and response, which raises questions about their patrimonial liability when damages result from deficient or insufficient administrative action. This paper analyzes, from the perspective of Spanish Administrative Law, cases where administrative inactivity, lack of resources, or poor coordination among administrations may lead to liability claims. Jurisprudence from the Supreme Court and regional courts is examined, together with the principles of precaution and good administration. The study concludes with reflections on the limits of State liability regarding extraordinary natural phenomena. [ABSTRACT FROM AUTHOR] |
