| Abstract (English): | Environmental impact assessment practice in Lithuania is about ten years old. During that time the number of EIA procedures performed and EIA practitioners have considerably increased. Many discussions arise about EIA procedure effectiveness and quality. The task of this study has been to investigate EIA system applications in Lithuania and evaluate its effectiveness. As a result of the investigation, factors influencing the effectiveness of environmental impact assessment are identified. The main weak points are disclosed and recommendations for improvement presented. [ABSTRACT FROM AUTHOR] |
| Abstract (Lithuanian): | Poveikio aplinkai vertinimas Lietuvoje vykdomas jau gera dešimtmetį. Per tą laikotarpį du kartus keitėsi pagrindinis šią procedūra reglamentuojantis teisinis aktas Planuojamos ūkinės veiklos poveikio aplinkai vertinimo įstatymas (Žin., 1996, Nr.82-1965; 2000, Nr.39-1092; 2005, Nr. 84-3102), dar vienas pakeitimas šiuo metu svarstomas. Nuo poveikio aplinkai vertinimo Lietuvoje pradžios iki šių dienų kito ne tik teisinių dokumentų kiekybė ir kokybė bet ir projektų skaičius. Pastaruoju metu žymiai išsaugo poveikio aplinkai vertinimo procedūrų Kaune ir Vilniuje. Šie regionai sparčiausiai vystosi, tad nenuostabu, kad juose rengiama daugiausiai projektų, kuriems reikalinga PAV procedūra. Diskusijų kyla apie poveikio aplinkai vertinimo efektyvumą ir procedūros kokybiškumą. Kai kurios šalys, kaip Australija, Danija, Didžioji Britanija yra atlikusios išsamias studijas apie poveikio aplinkai vertinimo efektyvumą ir yra įvardijusios problemas, kurias reikia spresti. Šiame straipsnyje pasitelkiant PAV ekspertų apklausą buvo išsiaiškintos dabartinės PAV sistemos stipriosios ir silpnosios pusės. Taip pat pateikiamos rekomendacijos, esamiems trūkumams šalinti. Bendra ekspertų nuomone PAV sistema Lietuvoje yra gera, tačiau tobulintina. [ABSTRACT FROM AUTHOR] |
