Abstract: The article focuses on the special education reforms in New York. As released by the Manhattan Institute's Empire Center for New York State Policy, the reforms will bring reduction on costs and decline in the number of enrollees, which will both result to better outcomes for the students as well as their parents. According to a study authored by Jay P. Greene, the increase in enrollment is mainly due to the bounty formula system.
