It states that the government has invested in promoting tourism through the Fondo Nacional de Formento al Turismo (Fonatur), a government agency that selects and develops new resort areas on a massive scale. It adds that one of Fonatur's top priorities has been the Escalera Nautica, or nautical stairway, surrounding the Sea of Cortes, also known the Golfo de California.
