| Abstract (English): | The U.S. underground coal mining industry has recently seen the occurrences of several multifatality events that have interrupted an otherwise steadily improving safety record. These events transpired even with an unprecedented level of government regulations and safety technologies. These events may indicate that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in numerous industries including mining, may provide a means to overcome this plateau. Riskgate is an Australian mining risk management program that may be successfully applied in the United States. However, fundamental differences between the Australian and U.S. coal mining industries prevent direct implementation. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for its application in the United States. [ABSTRACT FROM AUTHOR] |
| Abstract (Spanish): | Recientemente han ocurrido varios incidentes con múltiples fatalidades en la industria minera del carbón subterráneo en los Estados Unidos que interrumpieron un creciente récord de seguridad en la minería. Estos incidentes ocurrieron a pesar de un nivel sin precedentes de normas gubernamentales y de tecnologías de seguridad aplicadas en esta industria. Estos incidentes podrían estarnos diciendo que las prácticas de seguridad actuales han alcanzado un punto de inflexión en sus resultados. La administración de riesgos, un enfoque sobre la seguridad que ha sido aplicado con éxito en numerosas industrias, incluyendo la minería, podría proporcionar un medio para superar esta meseta. Riskgate es un programa de administración de riesgos australiano que puede ser aplicado con éxito en los Estados Unidos. Sin embargo, ciertas diferencias fundamentales entre las industrias de extracción de carbón de Australia y los Estados Unidos impiden su aplicación directa.
