Abstract: Grey target decision-making, as an important part of grey system theory, has been successfully applied to many fields, such as economy, management and social production practice. The traditional grey target decision-making method is an effective way to deal with multi index static problems. However, with the complexity of the environment, more and more multi index dynamic problems have appeared in practice. As the cross section data is a two-dimensional structure, it can not contain multi-index, multi-scheme and multi-cycle information simultaneously, so there is a panel data with a three-dimensional structure. It is necessary to build a novel grey target decision model based on interval grey number panel data for multi index dynamic problems. Based on this, firstly, the cross sectional information aggregation method based on sectorial area, and the time point information aggregation method based on trend of index variation are proposed, respectively. Secondly, the static and dynamic grey target decision model are constructed to get the static and dynamic target distance, respectively. And then, through the gathering function to synthesize two kinds of target distance. Finally, an example is used to illustrate its feasibility and effectiveness. Results show that the proposed model not only provides a support for multi index dynamic decision, but also extends the application space of grey target decision model. [ABSTRACT FROM AUTHOR]
