Abstract: With the expanding use of facsimile, there arose an increasing demand to transmit efficiently the manuscripts containing gray scale and color pictures such as photographs. Most of the gray scale and color pictures used at present are printed materials utilizing the screen pattern, such as the halftone picture in a newspaper. Problems in the facsimile transmission of the halftone picture are the degradation of coding efficiency and picture quality by moire in dithering. This paper describes the BSET method, which is to solve those problems, realizing a highly efficient and high-quality facsimile transmission of the halftone pictures. The major results are as follows: (1) the half-tone picture can be encoded with a high quality and with the same order of coding efficiency as the continuous-tone picture. The compression ratio of 2 to 4 can be achieved, compared with the coding efficiency of the halftone picture without this processing; (2) the halftone picture can be dithered with a high quality without the appearance of a moire pattern.
