| Abstract: | The research analyses the impact of green policies on the sustainability of consumption and production in the EU Member States, using a panel data set for the period 2015–2023. The main aim of the study is to assess how instruments such as green financing, environmental taxes, economic performance and energy progress contribute to the progress made by EU countries in achieving the objectives associated with SDG 12. In this regard, specific objectives were set, namely: building a composite index of green policies by analyzing the principal components, examining the relationships between variables using modern statistical methods and estimating their effects on sustainability using panel econometric models. The methodology was based on combining a set of relevant European indicators, subsequently integrated into a synthetic index that would capture the coherence of green policies. The analysis used fixed and random effects models, with the selection of the appropriate model being carried out using the Hausman test. The results obtained highlighted that energy progress and the intensity of green policies have the most consistent contribution to improving sustainability performance, while green financing and environmental taxes, although they have positive effects, are less pronounced. The fixed-effects model provided estimates that showed that structural differences between countries significantly influence the dynamics of the green transition. The study's conclusions show that accelerating sustainability in the EU depends on the integrated strengthening of green policies, the intensification of clean energy investments and a more efficient coordination of fiscal and financial instruments. The results obtained provide useful solutions for formulating recommendations aimed at improving the performance of Member States in the context of European climate objectives.
