Abstract: Today, steganography is one of the most powerful and promising directions in information security. It opens fundamentally new possibilities in the context of intelligent multi-layer information protection systems as a tool for organizing covert control channels between system layers, as a means of digital watermarking for leak detection, and as a last line of defense that preserves system operability even under active adversarial countermeasures. A key issue in improving the properties of a steganographic system and satisfying certain requirements without modifying existing steganographic methods is the selection of a container, which in this paper is represented by a digital image. This problem is currently being addressed by a large number of researchers worldwide, yet due to its complexity and multifaceted nature, it has no final satisfactory solution and remains an open research challenge. The objective of this work is to ensure the generality of the container selection process for improving steganographic system properties through the development of an effective selective method. In pursuit of this objective, the priority requirements for a steganographic system are substantiated: ensuring perceptual reliability of the generated stegomessage and robustness against attacks on the embedded message. An effective selective method is proposed, based on a general approach to analyzing the state of an information system, whose effectiveness is independent of the specific steganographic method employed, the embedding region within the container, and the format of candidate images. Application of the proposed container selection method yielded an improvement in the visual quality of the generated stegomessage of up to 18.3% compared to random container selection, as measured by peak signal-to-noise ratio, and an improvement in robustness against attacks on the embedded message of up to 7.1%, as measured by the correlation coefficient between the embedded and decoded auxiliary information.
