Abstract: The article presents an analysis of Atomic Energy Commission (AEC) loyalty procedures which focuses on the civil rights aspect of the problem. The procedure is largely the result of a study made by a group of members of the Association of Oak Ridge Engineers and Scientists. The principles embraced by the concept of "Security" as applied to the workings of the AEC is discussed. A distinction between loyalty and security risk cases is presented. An outline of a procedure for security-risk cases is proposed. The dangers of partial concessions of civil rights are discussed.
