Abstract: The article presents the author's suggestions on how to conquer the threat of the international arms race on the national security of the U.S. The author holds that national security has been reduced to a question of probability, instead of certainty, upon a foreign totalitarian regime armed with hydrogen bombs and presumably with the means to deliver them almost unhindered. The author suggests that the government prevent the arms race from becoming many-sided, preserve the possibility of agreement, and ban nuclear and missile tests.
