| Abstract: | The article shares the author's insights on the effectiveness of a shelter program in providing safety and the probability of a nuclear war. The danger that a person will die depends not only on the effectiveness of shelters but also on the probability that a war will occur. One of the disadvantages of a shelter program is that it will result to overconfidence and underestimation of war. The author cites that such shelter program will detract the national dynamism towards constructive ends and it will compete with money and materials. A shelter program will be circumvented by attack modification since an enemy's attack requirement will depend on the effectiveness of the shelter program. |
