Abstract: The article discusses a framework that can be used to understand and anticipate information systems (IS) technology dispersion. Technology can reveal the latent potential of society, the article states. Topics include organizations that discover emergent strategies created by information systems, the intentions of the designer of a particular technological innovation, and technology created due to a perceived consumer need. Also discussed is the reprogrammable nature of IS innovations and designs as well as an IS that is repositioned to meet new ends.
