| Abstract: | Although function points (FPs) are a good measure of the functionality that is added, changed, or removed through a development project, they do not measure other functions that may be impacted by a specific change but are not actually changed themselves. As well, there is often project work separate from the FP measurable functionality that cannot be counted under the current International Function Point Users Group (IFPUG) 4.2 rules.
