Abstract: The State University of New York's (SUNY) performance reporting system illustrates the possibilities and problems of developing a plan without a state mandate and without participation by state officials. It also demonstrates that performance reporting, if hard to start, is even harder to sustain in the face of unexpected changes in political administrations and university leadership. Despite questions in the literature on whether performance comparisons among SUNY campuses or with other colleges and universities, two goals that were increasingly demanded for public accountability.
