Abstract: The article focuses on historical legacies of racism, law enforcement and educational inequality in Covington, Kentucky. Topics discussed include history of police in Covington, Kentucky and hired to ensure the continued containment of enslaved Black people, long legacy of racism in Covington extends beyond the police force and attempts to cloak a purely destructive program in the garments of social reform.
