Abstract (English): This article is aimed at thinking about NEET (Not in Education, Employment, or Training) youth and at proving experientially that the NEET concept is a way to hide social problems impacting youth because it does not take into account the structural restrictions that lead to this situation. This situation has become a pattern of social imbalance, where the lack of work experience promotes a vulnerable situation for those who just start to enter the labour world, which may leave "scars" in their lives. We present an analysis on youth transitions, where not every youth achieves to get out of job insecurity as an adult. An uncertain market of low wages is unsafe and flexible, and does not address the necessities of youth, who are paralysed in a socioeconomic crisis with few opportunities. This article approaches a selection of bibliographical sources and describes the information collected by the Working Population Survey (WPS) about the evolution of NEET, its relation with the job market, and the reasons why these youth do not look for employment. We conclude by arguing that weak work prospects end up deteriorating the citizen rights of the youth population. [ABSTRACT FROM AUTHOR]
Abstract (Spanish): Este artículo tiene como objetivo reflexionar sobre la categoría de jóvenes "NI-NI" y demostrar empíricamente, que es una forma de ocultar los problemas sociales a los que se enfrentan por no tener en cuenta las restricciones estructurales que llevan a esa situación. Este escenario se ha convertido en un patrón de desajuste social, donde la falta de experiencia en el trabajo, propicia una situación vulnerable para quienes inician su inserción laboral, que puede dejar una "cicatriz" a lo largo de su vida. Nos centramos como perspectiva de análisis, en las transiciones juveniles, donde no todos los jóvenes logran salir de la precariedad laboral de adultos. Este mercado, precario, de bajos salarios, inseguro y flexible, no conecta con las necesidades juveniles, enquistadas en una crisis socio-económica y con pocas oportunidades. La elaboración del artículo se basa en una selección de fuentes bibliográficas para aproximarnos al estudio. Asimismo, describe los datos recogidos por la Encuesta de Población Activa (EPA) sobre la evolución de los jóvenes NI-NI, su relación con el mercado laboral y los motivos por los que no buscan empleo. Destacar, entre las conclusiones de este artículo, que la debilidad de los vínculos laborales termina por erosionar los derechos de ciudadanía de la población juvenil. [ABSTRACT FROM AUTHOR]
Abstract (Portuguese): O objetivo desta pesquisa é apresentar a pluralidade de características familiares, educacionais e profissionais que os jovens apresentam em suas trajetórias vitais para a vida adulta. O rótulo do NI-NI falha ao analisar a situação atual da juventude, onde fraturas de classe social, gênero e minorias revelam a falta de fundamentação teórica ou relevância substantiva do termo para o planejamento de políticas públicas. Os dados utilizados confirmam que, longe de serem um grupo homogêneo e socialmente isolado, são indivíduos que se relacionam e tomam decisões em contextos familiares que influenciam suas transições para o mundo adulto. Além disso, a situação de retorno da crise socioeconômica e endurece as condições de vida desses jovens no mercado de trabalho, o que nos permite identificar a heterogeneidade interna desse grupo que, além de dar sentido ao conceito, nos leva à conclusão de que o termo confunde mais do que esclarece a reflexão e a intervenção em torno da juventude.
