Abstract:	In this article the author remarks that there are two fundamental challenges embedded in what is commonly thought of as progress. The first is to develop a better product or service. The second is to bring that higher quality product or service to scale, so that what was once available only to the rich becomes available to the broad expanse of a culture. The primary school educational systems of England and Wales, serving millions of children, are implementing both a literacy hour and a numeracy hour based, in part, on the recommendations of research-focused task forces.
