Abstract (English): The urgency of the problem of teacher shortage has resulted in an increasingly one-sided focus on solutions, both in policy discourse and in research, characteristic of a broader evolution towards fast policy. However, what is in danger of being overlooked is that solutions are not neutral; they start from deep-seated assumptions on what it means to be a teacher, and contain expectations on how teachers should act. This study adopts a discursive perspective, and draws upon frame analysis and positioning theory to uncover the assumptions on and positionings of teachers in the Flemish policy discourse. The results show that the assumptions can be situated on two dimensions: the dimension of determinability (the versus a teacher) and of malleability (becoming versus being a teacher); and four positionings: the teacher as an athlete, traveler, superhero or rock star. The question that arises from this study is not how to attract and retain enough teachers, but rather what kind of teachers. [ABSTRACT FROM AUTHOR]
Abstract (Dutch/Flemish): Het lerarentekort staat reeds jarenlang hoog op de beleidsagenda, in Vlaanderen en internationaal. De urgentie van het probleem resulteert zowel in beleid als in onderzoek in een toenemende focus op oplossingen, kenmerkend voor een bredere evolutie richting fast policy. In deze haastige en eenzijdige focus dreigt echter vergeten te worden dat oplossingen niet neutraal zijn. Ze vertrekken vanuit diepgewortelde assumpties over wat het betekent leraar te zijn en houden verwachtingen in over het (be)handelen van de leraar. Deze studie hanteert een discursief perspectief om de assumpties en positioneringen van de leraar in het beleidsdiscours bloot te leggen. Een combinatie van kaderanalyse en de positioneringstheorie biedt een theoretische en methodologische lens voor het kritisch bestuderen van een reeks hoorzittingen in de Vlaamse Commissie voor Onderwijs. De resultaten tonen dat de assumpties over leraarschap op twee dimensies te situeren zijn: de dimensie van bepaalbaarheid (de leraar versus een leraar) en van maakbaarheid (leraar worden versus leraar zijn). Deze dimensies vormen vier kwadranten, van waaruit de leraar gepositioneerd wordt als atleet, reiziger, superheld of rockster. De vraag die zich vanuit deze studie opdringt, is niet zozeer hoe we voldoende leraren kunnen aantrekken en behouden, maar vooral welke leraren. [ABSTRACT FROM AUTHOR]
