Abstract: This paper critically examines the ontological assumptions underlying scientometrics, specifically contrasting the atomistic approach of Derek J. de Solla Price with the collective perspective of Vasily Nalimov. It argues that prevailing metrics, focused on individual outputs, fail to account for the importance of scientific communities in shaping knowledge. By applying political ontology, the paper suggests a paradigm shift in scientometrics, advocating for a collective-based perspective that can more effectively capture the complexity of scientific progress. Reframing scientometrics to recognize collectives as fundamental actors could better serve both descriptive and evaluative purposes, ultimately advancing the field. [ABSTRACT FROM AUTHOR]
