| Abstract (English): | The aim of this study is to identify the problems encountered in the educational identification and evaluation processes of individuals in need of special education and to develop solutions for these problems. The sample of the study consists of 30 participants working in Guidance and Research Centers (RAM) in Arnavutköy, Esenler, Eyüpsultan, Gaziosmanpaşa, Güngören and Sultangazi districts of Istanbul in the 2021-2022 academic year. "Personal Information Form" and semi-structured interview form were used as data collection tools. Participants were determined by purposive sampling method. The collected data were analyzed by content analysis method and classified under two main themes: "Problems in the Educational Diagnosis and Evaluation Process" and 'Solution Suggestions Regarding the Process'. The findings of the study revealed that there are various difficulties in the educational identification and evaluation process in RAMs. Among these difficulties, the low level of knowledge and awareness of parents who come to RAMs for identification and evaluation, inadequate physical conditions and diagnostic materials in RAMs, lack of communication between RAMs and stakeholder institutions such as schools, hospitals and special education centers, and problems in placement decisions due to quota limitations in special education schools and classes stand out. | Abstract (Turkish): | Bu araştırmanın amacı, özel eğitime ihtiyacı olan bireylerin eğitsel tanılama ve değerlendirme süreçlerinde karşılaşılan sorunları belirlemek ve bu sorunlara yönelik çözüm önerileri geliştirmektir. Araştırmanın örneklemi, 2021-2022 eğitim-öğretim yılında İstanbul'un Arnavutköy, Esenler, Eyüpsultan, Gaziosmanpaşa, Güngören ve Sultangazi ilçelerindeki Rehberlik ve Araştırma Merkezleri'nde (RAM) çalışan 30 katılımcıdan oluşmaktadır. Veri toplama aracı olarak "Kişisel Bilgi Formu" ve yarı yapılandırılmış görüşme formu kullanılmıştır. Katılımcılar, amaçlı örnekleme yöntemiyle belirlenmiştir. Toplanan veriler, içerik analizi yöntemiyle çözümlenmiş ve iki ana tema altında sınıflandırılmıştır: "Eğitsel Tanılama ve Değerlendirme Sürecindeki Sorunlar" ve "Sürece İlişkin Çözüm Önerileri". Araştırma bulguları, RAM'larda eğitsel tanılama ve değerlendirme sürecinde çeşitli zorluklar olduğunu ortaya koymuştur. Bu zorluklar arasında; RAM'lara tanılama ve değerlendirme için gelen velilerin genellikle bilgi ve bilinç düzeylerinin düşük olması, RAM'larda fiziksel koşulların ve tanılama materyallerinin yetersizliği, RAM ile okul, hastane ve özel eğitim merkezleri gibi paydaş kurumlar arasında iletişim eksikliği ve özel eğitim okulları ve sınıflarında kontenjan sınırlılıklarından kaynaklı yerleştirme kararlarında problemlerin yaşanması öne çıkmaktadır.
