Abstract (English): It is widely recognized that high-quality school leadership plays a central role in driving improvements in schools. When the development of school leadership abilities is supported in a planned and systematic manner, it can become a powerful strategy for enhancing learning outcomes. This article presents the creation and validation of a Management System for Leadership Development at the local level within the context of Chile's New Public Education system. Its purpose is to serve as a tool to support Local Public Education Services (Servicios Locales de Educación Pública, SLEP) in identifying and training leadership in their territories. Funded by the National Agency for Research and Development (Agencia Nacional de Investigación y Desarrollo, ANID) and developed in collaboration with various entities, the project was grounded in a co-design approach. The article reports the key findings from this experience, which involved the development of four interrelated components: defining leadership profiles, identifying potential leaders, diagnosing training needs, and planning of training. The proposed system is conceived as a strategic instrument for advancing toward more coherent, relevant, and evidence-based educational governance. [ABSTRACT FROM AUTHOR]
Abstract (Spanish): Es ampliamente reconocido que un liderazgo directivo de alta calidad desempeña un rol central en la introducción de mejoras en las escuelas. Cuando el desarrollo de capacidades de liderazgo directivo cuenta con un apoyo planificado y sistemático, logra transformarse en una poderosa estrategia para la mejora de los resultados de aprendizaje. Este artículo aborda la creación y validación de un Sistema de Gestión para el Desarrollo del Liderazgo Directivo a nivel local en el contexto de la Nueva Educación Pública en Chile. Su objetivo es constituirse en una herramienta de apoyo a los Servicios Locales de Educación Pública (SLEP) en la identificación y formación del liderazgo en sus territorios. Financiado por la Agencia Nacional de Investigación y Desarrollo (ANID) y desarrollado en colaboración con diversas entidades, el proyecto se fundamentó en un enfoque de codiseño. A través de este artículo, se presentan los hallazgos clave de esta experiencia, que incorporó el desarrollo de cuatro componentes interrelacionados: definición de perfiles de liderazgo; identificación de potenciales liderazgos; diagnóstico de necesidades formativas; y planificación de la formación. El sistema propuesto se configura como un instrumento estratégico para progresar hacia una gobernanza educativa más coherente, pertinente y fundamentada. [ABSTRACT FROM AUTHOR]
