Abstract (English): This article seeks to answer the following research question: how does the quality of public management serve as a fundamental element for the success of municipal educational policies? To this end, it uses the concept of state capacities and proposes an analytical model to understand the current situation of municipal education departments and how they can enhance their structures and operations to improve educational performance. Finally, it offers reform suggestions to strengthen the state capacities of municipal education departments. [ABSTRACT FROM AUTHOR]
Abstract (Spanish): Este artículo busca responder a la siguiente pregunta de investigación: ¿cómo la calidad de la gestión pública constituye un elemento fundamental para el éxito de las políticas educativas municipales? Para ello, utiliza el concepto de capacidades estatales y propone un modelo analítico a partir del cual se busca entender la situación actual de las secretarías municipales de educación y de qué manera pueden mejorar sus estructuras y funcionamiento para optimizar el desempeño educativo. Finalmente, ofrece sugerencias de reformas para fortalecer las capacidades estatales de las secretarías municipales de educación. [ABSTRACT FROM AUTHOR]
Abstract (Portuguese): Este artigo procura responder à seguinte pergunta de pesquisa: como a qualidade da gestão pública constitui elemento fundamental para o sucesso das políticas educacionais municipais? Para tanto, utiliza o conceito de capacidades estatais e propõe um modelo analítico, a partir do qual busca entender qual a situação atual das secretarias municipais de educação e de que maneira elas podem aperfeiçoar suas estruturas e funcionamento para melhorar o desempenho educacional. Por fim, oferece sugestões de reformas para melhorar o desempenho das capacidades estatais das secretarias municipais de educação. [ABSTRACT FROM AUTHOR]
