The article focuses on the conditions of vocational-training programs in the U.S. The secondary-education authorities in America are facing the greatest challenge in the history of American public education is an incontrovertible fact. On the other hand, it is most encouraging to note that school authorities are keenly aware of this challenge; and it is still more comforting to know that probably never before were they as well equipped from various points of view to tackle the problem. Ultimately the solution to all problems of young people, in school and out, will have to be provided by local communities. However, to the person at all familiar with the history of educational finance, not to mention the history of Federal aid for education and the story in State subsidies to local districts, the problem of funds does not loom up as the all-determining factor. Far more unfortunate indeed were it to have plenty of funds and no plans for their effective use in the solution of educational problems, than to have such plans even under fund limitations. |
