Abstract: The article focuses on the coordinated community and educator union response in Minnesota’s Twin Cities to the federal government’s intensified Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) operations, known as “Operation Metro Surge.” Local unions, including the St. Paul Federation of Educators (SPFE) and Minneapolis Federation of Teachers (MFT), have mobilized extensive volunteer networks involving parents, teachers, and community members to protect immigrant students and families through mutual aid, sanctuary school initiatives, and direct action. Rooted in years of social justice unionism and community organizing, these efforts emphasize racial equity, student safety, and collective care amid ongoing federal raids and state violence. The movement’s strategies and networks, described as the “Minnesota Model,” have been developed over time and are presented as replicable frameworks for other cities facing similar challenges.
