| Abstract: | On the basis of the TOE(technology, organizations and the environment) framework, we adopted the method of fuzzy-set qualitative comparative analysis to conduct analysis of 47 typical examples nationwide, focusing on five condition variables—the advantages of higher vocational colleges and universities, digitalized vocational education platforms, the vocational education standards system, diversified agents of educational operations, and cross-cultural human exchanges, and we identified two optimal pathways that would promote high-quality development of the internationalization of our country's higher vocational education, namely, the "Model of collaborative educational operations by governments, schools, businesses and industries integrated with multicultural development" (H1) and the "Model of sharing of a digitalized platform linked to a vocational education standards system" (H2), as well as two pathways that would constrain the high-quality development of internationalization, namely, the "Organization constraint model" (NH1) and the "Technology-environment constraint model" (NH2). In order to promote high-quality development of the internationalization of higher vocational education, our country should centrally coordinate diverse agents of educational operations, innovate human exchanges, and promote cross-cultural people-to-people ties, strengthen the construction of the standards system, integrate digital drivers, and establish brands for vocational education with Chinese characteristics; supported by the "Double High Plan," higher vocational colleges and universities should optimize resource allocation to guide the development of internationalization.
