Abstract: This study examines how intrinsic motivation, particularly challenge and enjoyment, impacts transformative learning (TL) among Greek Public Employment Services (PES) employees. The objective is to identify how intrinsic motivation enhances professional development and service delivery in resource-constrained environments. A quantitative research design was used, collecting data from 620 PES employees through e-questionnaires. Covariance-based Structural Equation Modelling (CB-SEM) was chosen for its robustness in testing theoretical models and evaluating multiple latent constructs simultaneously. Intrinsic motivation was measured with the Work Preference Inventory (WPI) and TL with the Transformative Outcomes and Processes Scale (TROPOS). The scales' reliability and validity were assessed, and the relationships between variables analysed through correlation and regression. Results show that intrinsic motivation significantly impacts TL, with enjoyment having a stronger effect than challenge. Correlation analysis revealed moderate links between intrinsic motivation and transformative learning. These findings suggest that fostering this kind of motivation, particularly through enjoyable work, enhances employee engagement, and performance. The study highlights the need for supportive cultures integrating endogenous motivators, offering insights for leaders and HR practitioners to optimise public sector learning and development.
