| Abstract (English): | This article analyzes changes in the Mexican higher education system resulting from the implementation of educational policies established in the last decade. The theoretical approach revisits conceptual elements of policy change, specifically from the perspective of the political regime. Through documentary research, changes in regulatory frameworks, implemented programs, and institutional reconfigurations are identified at three key moments: the end of Enrique Peña Nieto's six-year term, the administration of Andrés Manuel López Obrador, and the initial actions of the current administration of Claudia Sheinbaum Pardo. The results show the regulatory changes and public policy programs linked to higher education, as well as the budgetary restrictions and tensions between political promises and the operational capacities of HEIs during the six-year terms analyzed. The analysis of policy change, centered on the changes in political regimes, allows us to understand the transformation in higher education as a product of political and governance conditions. This approach highlights the link between regulatory changes and social, economic, and cultural factors, facilitating the identification of gaps and continuities in public policies. | Abstract (Spanish): | Este artículo analiza los cambios en el Sistema de Educación Superior en México derivados de la implementación de las políticas educativas instauradas en la última década. La aproximación teórica recupera elementos conceptuales del policy change, específicamente desde la vertiente del régimen político. A través de una investigación documental, se identifican los cambios en los marcos normativos, programas instrumentados y reconfiguraciones institucionales en tres momentos clave: el fin del sexenio de Enrique Peña Nieto, el periodo de gobierno de Andrés Manuel López Obrador y las primeras acciones del actual gobierno de Claudia Sheinbaum Pardo. Los resultados muestran los cambios normativos y programas de política pública vinculados a la educación superior, así como las restricciones presupuestarias y las tensiones entre las promesas políticas y las capacidades operativas de las IES durante los sexenios analizados. Se concluye que el análisis del policy change, centrado en el cambio de régimen político, permite entender las transformaciones en la educación superior como producto de condiciones políticas y de gobernabilidad. El enfoque destaca el vínculo entre cambios normativos y factores sociales, económicos y culturales, facilitando la identificación de rupturas y continuidades en las políticas públicas. A abordagem teórica recupera elementos conceituais de policy change, especificamente da perspectiva do regime político. Por meio de pesquisa documental, identificamos mudanças nos marcos regulatórios, programas implementados e reconfigurações institucionais em três momentos-chave: o fim do mandato de seis anos de Enrique Peña Nieto, a gestão de Andrés Manuel López Obrador e as ações iniciais da atual gestão de Claudia Sheinbaum Pardo. Os resultados mostram as mudanças regulatórias e os programas de políticas públicas vinculados ao ensino superior, bem como as restrições orçamentárias e as tensões entre as promessas políticas e as capacidades operacionais das IES durante os períodos de seis anos analisados. Conclui-se que a análise da policy change, com foco na mudança de regime político, permite compreender as transformações no ensino superior como produto das condições políticas e de governança. A abordagem destaca a ligação entre mudanças regulatórias e fatores sociais, econômicos e culturais, facilitando a identificação de lacunas e continuidades nas políticas públicas.
