Abstract (English): The concept of sister cities refers to partnerships formed between geographically distant settlements with various aims, such as fostering mutual peace and understanding between municipalities, promoting collaboration, enhancing socio-economic development, and participating in joint projects. Internationally, sister-city practices are also known as town twinning. A sister-city protocol was signed between Municipality X and the city of Remscheid, Germany, in 2015. In line with this agreement, teacher and student mobility programs have been conducted alternately between two high schools in the respective cities. This practice serves as an important activity for developing comparative perspectives on educational systems. The aim of this study is to determine the opinions of teachers and students regarding the educational activities carried out within the scope of the Remscheid–X Sister City Project. The research was designed as a qualitative case study. Data were collected through interviews with nine students, one administrator, and one German language teacher from HFE Anatolian High School during the 2022–2023 academic year, all of whom participated in the project activities. The study identified several significant differences in German schools, with participants highlighting factors such as the freedom in dress codes, the prohibition of mobile phone use in classrooms, the use of blackboards, U-shaped seating arrangements, and well-equipped and efficient laboratories. Additionally, students were found to be more motivated regarding their future goals. [ABSTRACT FROM AUTHOR]
Abstract (Turkish): İki veya daha fazla belediye arasında karşılıklı barış ve anlayışı geliştirmek, çeşitli işbirlikleri gerçekleştirmek, sosyo-ekonomik açıdan gelişimi artırmak, ortak projelerde yer almak gibi çeşitli amaçlarla birbirinden coğrafi olarak uzakta bulunan yerleşim alanlarının oluşturdukları birliktelikler için kardeş şehir kavramı kullanılmaktadır. Uluslararası alanda kardeş şehir uygulamaları town twinning ya da sister city olarak ifade edilmektedir. X belediyesi ve Almanya’da bulunan Remscheid şehri arasında 2015 yılında kardeş şehir protokolü imzalanmıştır. Bu doğrultuda iki şehir arasında bulunan iki lisede dönüşümlü olarak öğretmen ve öğrenci hareketliliği yaşanmaktadır. Bu uygulama sistemlere mukayeseli bakış açıları geliştirmek açısından önemli bir etkinliktir. Bu doğrultuda yapılan bu çalışmanın amacı Remscheid ve X illeri Kardeş Şehir Projesi’ne yönelik eğitimsel etkinlikler üzerine öğretmen ve öğrenci görüşlerini belirlemektir. Araştırma nitel bir durum çalışması modelindedir. Araştırmada HFE Anadolu lisesinde 2022-2023 eğitim öğretim yılında öğrenim gören ve proje kapsamında eğitsel etkinliklerde yer alan 9 öğrenci, bir idareci ve bir Almaca öğretmeni ile görüşmeler gerçekleştirilmiştir. Araştırmada, Almanya’daki okulda üniforma serbestliğinin olması, derslerde cep telefonu kullanımın yasak olması, kara tahta kullanılması, U şeklinde oturma düzeni, laboratuvarların donanımlı ve etkin kullanılması katılımcıların önemli farklılık olarak öne çıkardığı tespitlerdir.
