Abstract (English): The article addresses the current debate about conscription and military service in Germany against the backdrop of the Military Service Modernization Act passed in December 2025. This law initially relies on voluntariness but provides for a "demand-based conscription" that can be activated by a Bundestag resolution if the number of volunteers is insufficient. The discussion is shaped by security policy changes resulting from Russia's war of aggression against Ukraine and the desire for a stronger Bundeswehr, with different political parties and social groups sometimes taking controversial positions. A representative study reveals clear generational differences: while a majority of the overall population supports the reintroduction of conscription, especially young people reject it and instead prefer a mandatory social service year as an alternative. The debate reflects fundamental conflicts over coercion versus voluntariness, security and freedom, as well as the organization of social responsibility. [Extracted from the article]
Abstract (German): Der Artikel behandelt die aktuelle Debatte um Wehrpflicht und Wehrdienst in Deutschland vor dem Hintergrund des im Dezember 2025 verabschiedeten Wehrdienst-Modernisierungsgesetzes. Dieses Gesetz setzt zunächst auf Freiwilligkeit, sieht jedoch eine „Bedarfswehrpflicht“ vor, die bei unzureichender Freiwilligenzahl per Bundestagsbeschluss aktiviert werden kann. Die Diskussion wird durch sicherheitspolitische Veränderungen infolge des russischen Angriffskriegs auf die Ukraine und den Wunsch nach einer stärkeren Bundeswehr geprägt, wobei unterschiedliche politische Parteien und gesellschaftliche Gruppen teils kontroverse Positionen vertreten. Eine repräsentative Studie zeigt deutliche Generationenunterschiede: Während eine Mehrheit der Gesamtbevölkerung die Wiedereinführung der Wehrpflicht befürwortet, lehnen vor allem junge Menschen diese ab und bevorzugen stattdessen ein verpflichtendes Gesellschaftsjahr als Alternative.
