Abstract: Halal tourism is one of the fastest-growing segments of the global travel industry, driven by the rising mobility and purchasing power of Muslim travelers. Indonesia consistently ranks among the leading Muslim-friendly destinations, yet fluctuations in its Global Muslim Travel Index performance reveal unresolved theoretical and strategic gaps. Existing studies highlight halalness, worship facilities, and Islamic morality as key determinants of destination attractiveness, but these elements are often examined in isolation. Moreover, family value which is central to Islamic socio-cultural life remains underexplored as a mediating mechanism, while profession is typically treated as a descriptive variable rather than a contextual factor shaping tourist evaluations. This study proposes an integrated conceptual framework that explains Islamic travel motivation among international Muslim tourists to Indonesia. The framework combines the Stimulus– Organism–Response paradigm and the Value–Attitude– Behavior hierarchy, positioning Islamic value elements as external stimuli, family value as the mediating organism, and travel motivation as the behavioral response. Profession is incorporated as a contextual segmentation factor influencing how destination attributes are prioritized across occupational groups. The findings could suggest that halal-compliant, spiritually supportive, and morally aligned destinations generate stronger motivational responses when interpreted through family values. Professional background introduces variation in attribute evaluation without altering the underlying motivational process. The framework contributes to theory development and provides practical insights for policymakers and destination managers, emphasizing the need to strengthen family-friendly environments, worship facilities, and moral climates while tailoring services to diverse professional segments.
