| Abstract (English): | Curriculum-based Ideological and Political Education (CIPE) is a key strategic measure to implement the fundamental task of "fostering virtue through education". As the "main force" and "final implementer" of CIPE, teachers practical competence in this field directly determines the effectiveness of talent cultivation. Their role is reflected in exploring and transforming ideological and political elements, guiding classroom education, and building a collaborative education framework, aiming to promote the organic integration of the responsibilities of "imparting knowledge" and "cultivating people". Through an empirical analysis of 100 valid questionnaires, this study reveals the main dilemmas faced by teachers in current CIPE practice. The specific manifestations are as follows: (1) unclear integration objectives, leading to a "two separate entities" phenomenon between ideological and political goals and professional goals; (2) rigid integration methods, forced combination of elements, and single teaching approaches. Further data analysis shows that the lack of design competence is the fundamental cause of the above-mentioned problems. In response to these issues, this study proposes a set of systematic strategies to enhance teachers' competence in CIPE: strengthening the concept of collaborative education, improving the ability to integrate ideological and political content, innovating teaching methods (e.g., making good use of Al tools), consolidating teachers' own literacy in literature, history, and philosophy, and eliminating the ideological concern that "ideological and political education dilutes professional content". It also emphasizes the systematic improvement of CIPE design competence (with examples attached) to achieve the logical and sequential in-depth integration of ideological and political elements with professional knowledge, thus attaining the educational effect of "nourishing people silently".
