| Abstract: | The article presents the author's comments on Hurricane Katrina. He focuses on the destruction of infrastructure, and the New Orleans police department's response to it. The author says that the dramatic effect Hurricane Katrina had on infrastructure provides an opportunity to understand exactly how, and to what extent, it plays a role in social institutions. According to the author, the near collapse of local law enforcement was one of the most dismaying aspects of the Katrina disaster. |
