Abstract (English): The aim of this work is to establish the bases that allow the management of virtuality in higher education using electronic government as a strategy to achieve modernity in universities, in relation to the needs of excellence and transparency in management, as well as in the search of efficacy and improvements in quality, responsibility and democratization of services throughout the linkage to society. Following a theoretical methodological approach, we propose that an institutional strategy of electronic higher education government must begin from a standpoint oriented towards the vision of an institutional project of technological innovation for the electronic government in which not only technological infrastructure (automatic processes, networks and Internet use) and informatization is considered, but permanent formation and intelligence for social management as well, reconsidering qualitative new forms of work organization, of the social relations within, and in consequence, the power structures operating inside the whole institution. Abstract (Spanish): El propósito de este trabajo es configurar las premisas que permitan la gestión de la virtualidad de la enseñanza universitaria a partir de la utilización del gobierno electrónico como estrategia para alcanzar la modernización universitaria en relación con la necesidad de una mayor excelencia y transparencia en La gestión de sus funciones, así como la búsqueda de una mayor eficiencia y mejoramiento de la calidad, responsabilidad y democratización en la prestación de los servicios y su vinculación con la sociedad. Siguiendo un enfoque metodológico teórico documental, se plantea que una estrategia institucional universitaria de gobierno electrónico debe partir de algunas premisas que se orientan fundamentalmente hacia la visión de un proyecto institucional estratégico de innovación tecnológica para el gobierno electrónico en la que se considere no solo la infraestructura tecnológica (automatización de procesos, uso de redes y de Internet) y la informatización de los procesos, sino la capacitación permanente e inteligencia para la gestión social que implique la reconsideración cualitativa de nuevas formas de organización del trabajo, las relaciones humanas en su seno y, en consecuencia.
