Abstract: Chapter 2 of the book "A Different View of Urban Schools: Civil Rights, Critical Race Theory and Unexplained Realities," by Kitty Kelly Epstein is presented. It provides a pre-Civil Rights history of Oakland, California, including the use of Oakland to employ intelligence quotient (IQ) tests, the Ku Klux Klan activity and narrations of students and teachers of color during the period. It addresses the assumption that the decline of provision of adequate education resulted from urban school district reform.
