Abstract: To ensure that the issue of high emissions during the operational phase is effectively addressed, pre-assessment at the building design and planning stages cannot be overlooked. In China, the green building (GB) design and planning criteria are generally reflected in state-led evaluation standards. However, there has been a lack of research about the extent to which developers' responses will influence the implementation of the criteria. This study puts the government-made standards into the research framework of GB performance assessment and analyses the rationality of the five major performance indicator system: safety and durability, healthy and comfortable, convenience of living, resource saving and environment livability. The empirical results reveal that the evaluation standard requirements have had different degrees of influence on the selection and application of green technologies. In general, developers chose to invest more in the healthy and comfortable and environmentally friendly indicator systems compared with the convenience of living and resource saving indicator systems due to the costs involved and supply chain and market acceptance issues. This study provides a rare perspective on the GB evaluation standard reflection within the practical building sector. It also contributes to the knowledge of GB assessment and environmental governance in non-liberal contexts. [ABSTRACT FROM AUTHOR]
