Abstract: China's rapid economic growth and urbanization led to a surge in waste generation, prompting the government to implement policies for a sustainable waste management industry. This results in a complex policy system involving multiple objectives, instruments, and policymakers. To systematically understand the complex dynamics of waste management policies in China and analyze the roles and collaborations among policymakers, this study proposes a double-level analytical framework. Firstly, the social network analysis is employed to investigate the cooperation network among policy makers, providing insights into the evolving relationships between different governmental departments. Additionally, a joint analysis utilizing the Latent Dirichlet Allocation topic model is conducted to quantify the synergy between policy objectives and instruments, offering a comprehensive view of policy content evolution. The analysis of 124 national waste management policies from 2000 to 2023 reveals that: (1) Joint policy formulation has become dominant across different stages, indicating strengthened cooperation between policy makers. (2) The evolution of policy objective is "Improve Legislation and Institutional Systems—Reduction, Recycling, Harmlessness—Balanced development". (3) Policies have primarily relied on command type instruments, followed by social type, and least economic type instruments. Based on the results, the government should explore more flexible and incentive-oriented policies, including both social and economic types. This study provides valuable insights for policymakers, offering managerial guidance and decision support for multi-departmental and sustainable waste management practices. [ABSTRACT FROM AUTHOR]
