| Abstract: | The significant role of the federal government in the support of higher education is noted in a survey of the development and changing patterns of federal support, and a critical review of the directions of current federal policy is offered. Implications are drawn about the effects of this policy on such national concerns as providing equal educational opportunity and maintaining the quality of the nation's postsecondary education system. An important distinction is made between the identification of federal policy through the legislative process of establishing programs (authorization) and the implementation of federal policy through the legislative process of funding programs (appropriation). Consideration is given to such critical issues as completing priorities for federal and state funds, different enrollment trends, emphasis on student aid almost to the exclusion of institutional aid, and the problem of maintaining low-cost public higher education while also preserving a viable private education sector. The student aid funding levels for disadvantaged students are found to be insufficient, and increasing costs and rigorous financial needs tests are reducing the college attendance rates of middle income students. New directions for identifying and implementing federal policy to serve national purposes are given. (LBH) |
