| Abstract: | This final report of a project conducted to design, develop, and test a comprehensive management plan for vocational education in Missouri is divided into three sections. Section I describes the rationale and components of a model based on the general systems approach to planning. An analysis of the planning process introduces several planning tools that were developed. Section II presents detailed examples of the application of one component of the planning model, The Decision Making Support System, the essence of which lies in the application of quantitative tools to the analysis of vocational education planning problems. The applications explained include linear programing, goal programing, multivariate statistics, and heuristic methods. Resource allocation planning problems are dealt with as well as the problems of needs assessment and of projecting employment for planning purposes. Section III addresses a variety of issues that relate to improving vocational education planning. The question, "Is improving vocational education planning more myth than reality?, is dealt with. Barriers to improving planning are discussed as well as the effect of the lack of administrative responsibility as it relates to vocational education planning. The report concludes by considering the possible future of vocational education planning. Appended are a discussion of data gathering and analysis and a copy of the operational master plan for vocational education in Missouri through the year 1990 that evolved in part as a result of this study.
