Abstract: Presented is a collection of 11 papers from a national training institute for special education administrators and others which focused on the major provisions of Public Law 94-142 (Education for All Handicapped Children Act). Papers are divided into three sections: perspectives from Congress and U.S. Office of Education, review and discussion of several major provisions, and implementation considerations and strategies. Entries include the following titles and authors: "Congressional Perspectives and Overview of Key Provisions" (L. Walker); "BEH (Bureau of Education for the Handicapped) Perspectives on P.L. 94-142 and on Regulations Development" (T. Irvin); "Funding and Entitlement Under P.L. 94-142" (R. Rossmiller); "The Least Restrictive Alternative Requirement--Legal and Administrative Considerations" (D. Riley and R. Burgdorf); "Meeting the Full Services Requirement" (J.
