| Abstract: | The two reports presented here describe an 18-month project intended to review and evaluate the first year's activities of the Office of Telecommunications Policy's (OTP) Telecommunications Demonstration Program for the delivery of social and health services; develop approaches for evaluating individual demonstration programs in the future; identify factors that have an influence on the successful institutionalization and transfer of innovative uses of telecommunications; and provide information on which to base future actions for program development and offer recommendations concerning future roles for the program. The first report provides an overview of telecommunications and the delivery of services; an overview of the Telecommunications Demonstration Program, including OTP's legislative mandate, demonstration program objectives, demonstration projects and other program-related activities, issues and problems in funding and administering projects, and program strategy implementation; planning and evaluating demonstration projects; institutionalization and transfer of demonstration projects; and recommendations for improving the program. The second report, which is in the form of an executive summary, provides a brief description of the project methodology, a review of the 12 demonstration projects undertaken by a variety of institutions including services offered and technology used, a summary of program activities, a discussion of planning and evaluating demonstration projects and barriers to their institutionalization and transfer, and organizational, policy, and project recommendations.
