| Abstract: | During the summer of 1981, 15 state-supported institutional libraries in Nebraska completed self-evaluation forms on their library operations, constituents, and collections. Institutions included were adult correctional facilities, youth facilities, mental health/mental retardation facilities, and veterans' homes. It was found that institutions serving total annual populations of 150 or more residents generally had created staff positions for librarians; institutional librarians were responsible for library services to both staff and residents; generally only one librarian was employed, with no salaried support staff; library collections were inadequate in both quantity and quality; and libraries were located in areas not designed for library service and in spaces too small to allow for the development of adequate collections, services, and programs to meet national standards. This report describes the survey methodology and findings and the impact of Library Services and Construction Act (LSCA) funds on the development of library services to residents of institutions. Comparisons are made to a 1967 study in order to measure institutional library development during the past 15 years. A sample self-evaluation form and profiles of the 15 institutional libraries, with comparisons to national standards for collection quality and size, are also provided. (ESR) |
