| Abstract: | Participants in the workshop on literacy reported in this document included 15 educators and specialists from the Cook Islands, Fiji, Solomon Islands, Tokelau, Tonga, and Western Samoa. Chapter 1 reports an assessment of the present literacy situation in the South Pacific with particular attention to the problem of hidden illiteracy. Chapter 2 presents an outline of major strategic issues that must be addressed when a design for generating information is prepared; a draft of an interview schedule for strategically placed observers; and adaptable instruments for obtaining further information on the extent and nature of hidden illiteracy. Chapter 3 contains an agenda for action in each of the countries represented. The agendas address the current situation in each country, describe how the information collected will be used, and describe relevant international cooperation. Chapter 4 contains a formal statement prepared by the participants and entitled "Toward Full Literacy in the Pacific: The Apia Declaration." The appendices contain a list of participants and excerpts from the workshop's opening address presented by Patu Afaese, the Minister of Education, Western Samoa. (CML) |
