Abstract: This report presents recommendations concerning alternative strategies for providing elementary and secondary students with information needed for preparing and paying for higher education as well as the possible use of financial incentives to increase pupil motivation. The report analyzes information about existing California programs that seek to provide students and their families with facts about financial preparation for college. It identifies issues that distinguish low-income from middle-income students in terms of barriers to their participation in higher education. The analysis indicates that existing efforts reach only about 3.5% of public school students between grades 7 and 12 and fail to integrate information about academic and financial preparation for college. Six options are described and three of them are recommended: first, promoting financial aid as an incentive for low-income students; second, improving public information about college costs; and third, disseminating funding information about academic and financial preparation for students and their families as early as possible.
