Abstract: This document presents a review of the literature on the nature of alcohol and other drug problems among Hispanic American youth, analyzes a series of programs funded by the Office for Substance Abuse Prevention (OSAP) for Hispanic Americans, and presents the results of an evaluation of those programs. The section reviewing literature on drug abuse among Hispanic American youth notes the lack of reliable information on this population and the shortcomings of the available studies. However, the report does note the following: (1) adolescent Spanish Americans represent the third largest group of drinkers; (2) Hispanic American female adolescents have low rates of drug use; (3) there are important gender differences in drug use; (4) drug use increases with age; and (5) recent data show lower rates of use among Hispanic Americans as compared to Anglo Americans. The report emphasizes the importance of Hispanic culture in any analysis of services for Hispanic Americans. The study of OSAP demonstration projects resulted in the following findings: (1) most projects identified at-risk youth from diverse sources; (2) most focused on the economically disadvantaged; (3) the projects used a variety of approaches; (4) nearly half are developing specialized curriculum; (5) many positive outcomes were anticipated; (6) outreach to the community was a prominent part of most programming; and (7) similar implementation problems arose across programs. Included are four tables, two graphs, recommendations, a copy of the site visit evaluation questionnaire, and 78 references. (JB)
