Abstract: Today, 163 federal programs scattered across 15 federal agencies provide employment training assistance. Although they frequently target the same clients, share the same goals, compete for funds, and provide similar services, agencies maintain separate administrative structures that devote staff and other resources to administer, monitor, and review program implementation. People have difficulty knowing where to begin to look for assistance because the system lacks clear entry points and clear paths from one program to another. Most agencies lack the basic information needed to manage their programs or measure their performance. Even when participant outcome data are obtained, few programs know whether participants would likely have achieved the same outcomes without the program. For those programs that have been studied using a comparison of participant and nonparticipant outcomes, the results have not been encouraging. A major overhaul and consolidation of programs is needed to create an effective and efficient employment training system with the following features: easy access to services; efficient use of resources; a wide variety of employment training services; and program administrator accountability for results, while allowing states and local agencies flexibility to determine how best to meet the needs of their communities.
