Abstract: Early observations of 13 culturally and linguistically diverse elementary schools, each of which is implementing one of six internally-developed school restructuring designs, are reported here. The schools are all located in one demographically diverse county, and the restructuring process occurred over a 4-year period. The study examined a range of processes and outcomes at each site through a combination of qualitative and quantitative methods. The report focuses exclusively on implementation issues. It examines variability in fidelity of implementation across sites, citing possible explanations for the variance and describing some of the factors that may affect the successful implementation of the six designs over time in the multilingual, multicultural schools. To illuminate how the various reform designs can be modified to provide high quality educational services to students in diverse contexts, the successes and challenges the schools are experiencing in adapting the designs to suit the students' needs are discussed, and conditions that facilitate and hinder implementation are identified.
