Abstract: These guidelines are predicated on the belief that culturally appropriate service to indigenous peoples is a fundamental principle of Alaska public libraries. While the impetus for developing the guidelines was service to the Alaska Native community, they can also be applied to other cultural groups. A culturally responsive library environment is open and inviting to all community members, utilizes local expertise to provide culturally appropriate displays and space design, uses other community facilities to extend the library's mission, sponsors ongoing cultural activities, and involves local cultural representatives in decision making. Concerning services and programs, a culturally responsive library fosters and celebrates local culture, bases programming on community needs, and recognizes and communicates the local cultural heritage. Culturally sensitive library collections teach users how to evaluate materials about cultural groups, are sensitive to and accurately reflect Native cultures, include materials outside mainstream publishing journals, include materials suggested by the community for purchase, incorporate unique elements of contemporary Native life, incorporate policies for appropriate handling of culturally sensitive materials, and include materials in community languages. A culturally responsive library staff reflects the ethnic diversity of the local community, utilizes the expertise of Elders, and respects Native intellectual property rights. (TD)
