Abstract: Nearly every state is in fiscal crisis. A slow-growing national economy, a decrease in state tax collections, and a rise in health-care costs are three of the main factors that have created massive budget shortfalls, according to this report. The 2002 edition of this annual survey presents aggregate and individual data on the states' general fund receipts, expenditures, and balances. It reflects actual fiscal 2001, preliminary actual fiscal 2002, and appropriated fiscal 2003 figures for all states except Florida. Data were collected during fall 2002 and show dire fiscal conditions during that time. Key findings including the following: Medicaid spending grew 31.2 percent in fiscal 2002, the fastest rate of growth since 1992. Thirty-seven states reduced fiscal-2001-enacted budgets by more than $12.8 billion after they passed, 18 states more than the previous year. Two-thirds of the states reported expenditure growth of less than 5 percent in both fiscal 2002 and 2003. Sixteen states experienced negative growth during fiscal 2002. To reduce or eliminate budget gaps, 26 states enacted across-the-board cuts and used rainy-day funds; 15 states laid off employees; five states imposed early retirements; and 13 states reorganized programs.
